It is a litigant’s “responsibility to refer . . . to certain parts of the record to support [his] [appellate] argument.” Spinks v. Twp. of Clinton, 402 N.J. Super. 465, 474 (App. Div. 2008) (citing State v. Hild, 149 N.J. Super. 294, 296 (App. Div. 1977)), certif. denied, 197 N.J. 476 (2009).
